North Country Volleyball Board 

8/7/23 Meeting mInutes 5:00pm

Saint Lawrence University Meeting room 

Members Present: Chris Dashaw, Edie Demarse, Marsha Evans, Kyle Fennell, Ashley Gadway, Amber Gladle, Larry Kelley, Sarah Klock, Roxanne Leclerc, Tracie Lucas, John Maskell, Janice Marlow,  Kate Porter, Adrienne Smith, Laurinda Stockwell, Kathy Valancius, Scott Wilhelm. New members: Sam Sochia, Carley Bearden, Chris Savage.

Meeting called to order by president Roxanne Leclerc at 5:15 p.m. 

We welcomed our new members- Sam, Carley and Chris to the board. Previous meeting minutes were reviewed and motion to accept as written by Kyle Fennell and 2nd by Scott Wilhelm.  All in favor.

Probationary member clinic- 1st= Scotty’s Diner in Brushton @ 5:00- Wednesday August 13th

          2nd= TBA 

All new and returning members, let Roxanne or Sarah know if any of your contact information changes.  

Roxanne will be in training for a majority of the season and we have a few others out for medical reasons- official WILL BE NEEDED!!.

Committees reviewed: 

  1. Audit= Tracie, Adrienne and Janice
  2. Awards= Ashley and Laurinda
  3. Nominating= Adrienne and Larry 
  4. Probationary clinics= Scott, Janice, Edie and Amber
  5. Professional Committee= Kathy, Tracey and Larry 

Treasurer report- current acct has the following- $3,083.59 (paper was passed with info, no issues noted by board members).

Amber will need a book- Sec/ Treas wait to order until Kyle, Kathy or Adrienne look if they have an extra)- if so they were asked to send to Amber.

Upcoming Meetings:

  1. Rules Interpretation meeting will be Monday August 21st @ SLU 5:00
  2. Mid- season meeting Sunday September 24th @ 3:00- Potsdam MS
  3. End of season meeting Sunday October 15th @ 1:00- Potsdam MS

Upcoming Scrimmages: 

  1. OFA scrimmage- August 30th0 9:00am-12:00pm
    1. 3 courts If we have officials for all it is $300 for our board
    2. 6 Varsity and 3 JV
  2. Malone Scrimmage- August 31st 4-7:00pm
    1. 4 Teams/ 2 quarts

New officials- If attending scrimmaged full apparel are NOT required.  Please wear a white shirt and navy pants or shorts (navy pants only if you have them available). This will be awesome as it will give you practical experience prior to games starting. Laurinda can/ will help up and down officials as much as she can.

NEW SCHOOL- Indian River is now moving to Section X for the Fall volleyball season.  They will provide their own officials when IR is playing at home.  When away we will provide officials.

Marsha spoke with Mark Wilson in regards to trimatches.  They are difficult to eliminate at this time due to OFA having the same coach for JV and modified.  It may be necessary to have 1 seasoned official solo at a modified match- be prepared. The schools that have all three levels are: M-Waddington, Canton, Potsdam, Malone, Massena, OFA and S- River.

Clarification is warranted for this>>>>> Stay tuned!

  • Late arrivals- possibly decreasing warmup times for the home team to speed things up. AND/ OR decrease warmup times for Modified/ JVs.
  • Late buses= home team can forego warmup

At this time there are scheduled Saturday games so be aware.

Regular season is Sept 6th→ Oct 26th

State Championship- no longer round robin matches therefore, not as many teams going to the states.

Scott reviewed the website www.ncvbo.com (Checkmarks= updated), X= needs to be updated)

  • Keep scoring documents handy in our bag incase you have a scorekeeper who doesn’t have any sheets handy.
    • To print off copies find them under Documents and Links on the NCVBO website.

Changes: 

  • New candidate training- 30hours of training. IT IS FREE for NEW offificals until September 4th (until the test closes).
  • It may be a new training for everyone by next season- Seasoned officials can start taking at any time or do it in the off season.  It is found on the NYSCVOA.org link

Uniforms can be purchased at Camilla’s and Diamond Back.  CLEAN WHITE SHOES are required.

Coach addressing referees:

  1. Head Coach- The ONLY one who is allowed to address the official for the purpose of clarifying a non-judgemental ruling or request a challenge.
  2. ANY Coach (head or assistant) can confirm the number of timeouts/ subs, request a substitution, lineup check or timeout.

An administration sanction doesn’t change the side of the ball/ service.

POE- 

  • Scorekeeper reads the lineup to us- WE DO NOT HOLD THE PAPER.
  • R-2: watches position on team serve receiving.
    • Be arm length away from net
    • Be on Blockers side by the 2nd team contact
  • Work as a buffer with coaches
    • Prevent Coaches from yelling across the court to the R1
    • If the coach(es) gets out of hand, issue a yellow card 1st and if needed a red card 2nd.
  • R-1: Signal mirroring
    • DO NOT MIMIC Net or Center line faults UNLESS you are clarifying.

Warm Up protocol:

Clock is set to 23 mins

  • 23-19= shared court  (warning whistle at 19:15)
  • 19-15= 4 mins visitor court (warning whistle at 15:15)
  • 15-11= 4 mins home court (warning whistle at 11:15)
  • 11-6= 5 mins home court (warning whistle at 6:15)
  • 6-1= 5 mins home court (warning whistle at 1:15)
  • 1-0- NO Whistle/ horn @ 00:00 (if a team is doing the anthem or something before the match, time is stopped with 1:00 left on the clock and started again when they are finished).

Check with the Hosting school for an administrator on site.  If no Admin then the head coach acts as school Admin and would crowd control.

Warm-up area: 

  • End of the last chair
  • Players need to be in front of the bench.  If they sub from behind the bench the R2 will deny the substitution.

**TEST**

  • There are required modules
    • Centerline and space under the net
    • Best practice techniques
    • Rules Interp and points of emphasis
    • Candidates- EOT
  • Materials to use:
    • NCAA Rulebook
    • Manual
    • NYSCVoa/ NCAA scoring methods
    • Candidates= EOT (open until Sept 4th @ 11:58)
  • New officials= 100 questions MC
  • Returning officials= 50 questions MC

Probationary members were asked to leave: seasoned veterans remained.

Discussion on changing Bylaws so 1 virtual meeting is acceptable without being fined.  Virtual attendance means they need to attend LIVE- not recorded and they must partake in the meeting and must be visualized on the screen (no black screen).   Also, one must notify the sec/ treas at least 5 days in advance so the meeting can be set up. The board is aware and we will officially vote at the next meeting 8/21/23.
