Practice by Malone/ Chateaugay @ Chat. 8/22/24 6-7:30. We recommend all new officials to attend and any veterans who wish to practice.
Marsha reviewed the NYSCVOA website and how/ where to take the exam. Take practice exams and review most missed questions.
It is recommended to print new scoresheets/ Libero tracker and lineup sheets to have on hand.
Refview was reviewed by Marsha- make sure to update your availability info. You do not have to do the automatic/ electronic deposit section. Make sure to complete certifications and preferences, choose section X girls volleyball.

NCAA Rule changes 2024
- Administrative sanctions and crowd control:
- Red card:
- Allows referees to give an administrative red card to the home (or visiting) team when event management doesn’t address spectators who enter the designated playing field.
- Home spectator= red card to home team, visiting team gets a point
- Visiting spectator= red card visiting team, home team gets a point.
2. Logos- Uniform bottoms:
- Shorts can have only a single conference logo but may not exceed 4 square inches.
- No more than two identifying names or abbreviations placed on the front, side or back of the bottoms. (names may identify the school, the school nickname or mascot, players name or any other designation)
- Shorts may also contain a single manufacturer’s logo.
- No commercial advertising is allowed.
3. Jewelry:
- Snug fitting nose rings/ ear cuffs and small studs/ posts will be allowed but still no jewelry will be allowed below the chin.
4. Headgear:
- Sweatbands, headband or bandana worn as a sweatband or hair control device shall be 1 color (solid). If it ties in the back it CANNOT cover the jersey number.
5. Two Libero system: 1 libero is on the court at a time.
- Be proactive- if the second line doesn’t have a libero, ask them just in case.
- There must be a separate tracker with 2 libeo…….. NO tracker= NO LIBERO
- EIther Libero can serve from only 1 position (the same position).
- Libero Language: Libero for Libero= EXCHANGE and it doesn’t have to be a completed rally (no point needs to be awarded ex: injury, replay, etc)
- Libero for regular player= REPLACEMENT
- Exchange/ Replacement will need to occur on the sideline still, not the endline.
6. Successive Contact:
- Double hit cannot be called as long as the ball stays on the same side of the net.
- Double hit can be called if it crosses the plane of the net and the other team touches the ball.
- If there is a double hit and it crosses the plane of the net and there is simultaneous contact between a player of the same team and the opposing team it is a legal play and play should be continued.
- Unfortunately, delayed calls will occur due to waiting for the ball to cross the plane.
7. Protest:
- ALL PROTESTS need to be resolved during the match. Rule 17.2.2.5 will be eliminated.
8. Reviewable decisions: NOT FOR US YET.
Rotation changes- check sheet if you think players are out of order.
There was a major discussion between our members in regard to feet/ a foot being “on” the court lines during service (players not the server). Edie will look at this and follow up when an answer is received.
Exam deadline is 9/11/24 but complete ASAP so games can be assigned.
End of season meeting (October 20, 2024) was changed to 11:00 versus 3:00.
